With enough power, lasers can pop balloons, However, laser pointers are low power devices and don't come close to having this ability.

I got mine in Taiwan for about $60 but I understand you can get the same thing in Mainland China for about $12. Mine died after about two weeks of very light use. Also, it claimed to be 100 mW which will easily pop balloons but I doubt it was more than 10 ~ 15 mW. I never tried it on a balloons but you could get a little smoke out of black electrical tape with it if you held it on it for about 15 seconds. I'm sure it would have popped balloons but would have been a little slow compared to what a real 100 mW would do.
